Freedom Fighters’ Sons in Vadra-DLF Land Deal

New Delhi (I-Haryana News): The pointer in Vadra-DLF infamous land deals in National Capital Region (NCR) in Haryana is now slowly and steadily coming direct to Haryana Chief Minister, Mr. Bhupinder Singh Hooda as media investigations reports on this unethical business acts purely based on politico-business nexus are confirming his links.

The land in question 3.5 acre land in Shikopur, near Manesar which latter sold to Vadra’s company Sky Light Hospitality belonged to Mr. Satyanand Yajee and his Wife Godavari Yajee who was former General Secretary of All India Freedom Fighters Organization than headed by Late Sh. Ranbir Singh Hooda, apart from this both shared long family relations since the days of Late Sh.Ranbir Singh Hooda and Late Sh. Sheel Bhadra Yajee who had worked together in parliamentary politics.

Also for consideration that, All India Freedom Fighters Origination first headed by Late Sheel Bhadra Yajee father of Mr. Satyanand Yajee and than by Late Sh. Ranbir Singh Hooda, father of Chief Minister, Mr. Bhupinder Singh Hooda and after them Mr. Hooda and Satyanand Yajee have taken command of this organization and its sister organization, All India Freedom Fighters’ Successors’ Organization claimed to working for betterment of Freedom fighters and their families all across the country had issued full pages advertisements to newspapers when Late Sh. Ranbir Singh Hooda died in February 2009.

As per IHN investigation Onkareshwar Properties, a private limited company incorporated with Registrar of Companies in 2004 which sold its 3.5 acre land in Shikopur, near Manesar, to Sky Light Hospitality in February-March 2008 for Rs 7.5 crore.

It is to remember that this land deal done by Mr. Robert Vadra was beginning of Vadra-DLF business association which never looked back after this and created many more latter on.

Further, investigation established that the land which was sold by Onkareshwar Properties to Vadra’s Company Sky Light Hospitality in February-March 2008 for Rs 7.5 crore was in names of Mr.Satyanand Yajee and his wife Godavari Yajee.

It is to mention here that Mr. Satyanand Yajee son of freedom fighter Late Sh. Sheel Bhadra Yajee is former general Secretary of All India Freedom Fighters Organization then headed by Mr. Bhupinder Singh Hooda son of freedom, Both families are close to each other since days of Late Sh.Ranbir Singh Hooda and Late Sh.Sheel Bhadra Yajee, both freedom Fighters Struggled to get India Free from British rule.

Also, in comes in picture in 2005, when Anil and Gautam Bhalla, father-son duo of Vatika Group, acquired 5,000 shares or a total consideration of Rs 1 lakh, the Vatika Group has developed a plotted colony in Ambala city.
On Feb 18, 2008 Satyanand Yajee & Sandeep Dahiya become directors of Onkareshwar Properties just before it sold land to Sky Light Hospitality Company, it’s clearly established that Onkareshwar Properties could able to sell Vadra only after it was guaranteed that Mr. Satyanand Yajee , becomes director in it in lieu of his land which was in his and his wife name before Vadra-DLF nexus.

As per latest ROC records of Onkareshwar Properties ,Mr.Satyanand Yajee owns 98 percent shares, remaining 2 per cent are with his wife Mrs. Godavari Yajee.

Last not the least this deal mentioned in Vadra’s Company RoC Return mentioned that over draft facility of Corporation Bank was availed to pay the Land deal of Rs 7.5 Crore but later bank clarified that it had not over drafted the amount, and now established that Onkareshwar Properties owned by Mr. Satyanand Yajee did not present cheque of Rs 7.5 crore issued by Sky Light Hospitality to Onkareshwar Properties in lieu of 3.5 acre land purchased by Vadra.

Which means, there was some understanding between Onkareshwar Properties (Satyanand)-DLF to bring Mr. Robert Vadra into this land deal by luring him of earning crores without investing nothing and Mr. Vadra did this because of his lust for money, whereas, DLF got its ways clear to expand its business in Haryana under present Government led by Mr. Hooda, further it deemed in Haryana Government officialdom that Congress High Command has been apprised of this development and game of land deals started in Haryana.

  • 2004 Onkareshwar Properties incorporated with paid-up capital of Rs 1 lakh
  • 2005 Anil and Gautam Bhalla, father-son duo of Vatika Group, buy 5,000 shares each for a total consideration of Rs 1 lakh
  • 2006 Current assets rise to Rs 2.6 crore, funded by short-term debt; books Rs 77,949 profit for FY06
  • Feb 18, 2008 Satyanand Yajee & Sandeep Dahiya become directors
  • Feb 19, 2008 Files FY07 balance sheet, showing current assets zoomed nine times to Rs 20.9 crore in one year, backed by loans
  • Mar 25, 2008 240,000 fresh shares of Rs 10 each allotted to Mr. Satyanand Yajjee
  • Dec 5, 2008 Files FY08 balance sheet, showing sundry debtor rose to Rs 7.95 crore from zero the previous year; current liabilities rise dramatically to Rs 87 crore.

This shocking for me as i have high regards for our freedom fighters and have participated in its function in which Mr. Bhupinder Singh Hooda was Chief Guest and Mr. Yajee was Host of that function in 2008.

This is a post syndrome of over capitalism approach adopted by Haryana State under Present Mr. Hooda government, where progress of the state is only manifested in term of GDP or GNP.

Every Person either in politics or in bureaucracy especially ( in Town and country Planning department) have become real estate brokers or floated their own companies in land deal business at cost of farmers or poor land holders in NCR in special and Whole of Haryana in general.

Money lures every one in capitalist system including the families of Freedom fighters also, but it shocks everyone  who has high regards for these families.

Khemka Hits Corruption with His Six Years Land Revenue Experiences

Chandigarh (I-Haryana News): The Whistleblower in Haryana Bureaucracy, Dr. Ashok Khemka served nearly six years in Land Revenue Management in different official capacities and made his tool to fight his war against corrupt political system once he was posted as Director General, Consolidation Land Holdings by exposing corrupt practices of politico- bureaucratic-Nexus as he has done in case of Mr. Robert Vadra and others.

The tolerance limit of IAS officer of 1991 Haryana cadre has reached at its optimum level after he got his transfer order on October 11, 2012 from the post of Director General of land consolidation and land records to Haryana Seeds Development Corporation as MD, a post for 12 year junior IAS officer.

Mr. Khemka’ latest transfer order was stated to because on October 8, 2012, he has ordered a probe over all land deals of UPA Chairperson Mrs. Sonia Gandhi’s Son-in Law, Mr. Robert Vadra alleged corrupt land deals in NCR and also cancelation of land mutation in DLF name which was sold by Vadra to it in Manesar on last day in his office, i.e. 15/10/2012 as Director General of land consolidation.

Dr. Ashok Khemka, PhD in Computer Science born on 30/04/1965 in West Bengal clear Indian Administrative Services examination in 1991 and allotted Haryana cadre in same year got his first posting in as Sub Division Officer (Civil) on 01/09/1993 and remained as such till 1994 and acquired experience in Land Revenue Mgmt & District Administration and Sub Divisional Administration there after he was transferred 40 times.

Transfer of officers is prerogative of government and implementation of Judiciary's order two things which re alwys in government domain but booth should not be use as a tool to punish the honest officers as in case of Dr. Ashok Khemka was done.

As he  ordered Inquiry into land deals done between Mr. Robert Vadra-DLF and Registered in NCR of Haryana on October 8, 2012 and his transfer order was issued on 11th October , 2012, just two day after inquiry was ordered.

As News report published by IHN manifested that he suffered most at the hands of chautala and hooda because he never surrendered before them as most of bureaucrats have done to get plum postings, the research conducted by IHN team established.

Robert Vadra Captures Dalits Land in Palwal

Chandigarh (I-Haryana News): After Social Activist turned politician, Mr. Arvind Kejeriwal made allegations against Mr. Robert Vadra son-in-law of UPA chairperson Sonia Gandhi that he is making money by real estate business shortcuts (DLF) well supported Haryana Government led by Bhupinder Singh Hooda in and around National Capital Region on October 6, now once again figured in controversy of acquiring more than 75 acre land in village Hasanpur of District Palwal in Haryana initially allotted to Scheduled caste persons in 1981by Haryana Government.

As per documents with Intelligent Haryana News that Mr. Robert soon after congress government led by Chief Minister, Mr. Bhupinder Singh Hooda came into power in 2005 started to keep eyes on this village located on bank of Yamuna river and purchased the first piece of land on 03/03/2008 measuring 9 acre falling under Khasra number 122/8, 123/6 from Gurgoan based Mr. H.L. Pahwa son of Sher Singh Pahwa vide registration number 4781 for Rs 3,690,000/-

After this he acquired more than 66 acres of land initially allotted to members of Scheduled castes at subsidized rate in Village Hasanpur in his or his close confidents and his different companies names as follow:
  1. Amit Chowdry s/o Shekar Chowdry resident of K.C Mansion, Shakti Nagar, Jammu who purchased 6 acre land from H L Pahwa s/o Sher Singh Pahwa resident of DLF, Gurgaon vide registration number 1922 dated 18/08/2008 for Rs 625000/-
  2. Mrs. Varsha Mahajan w/o Vijay Mahajan resident of KC Mansion, Shakti Nagar, Jammu who purchased 12 acre land from Gurgaon based company Karniwal Intercontinental Estate Private Limited through its director, Mr.H L Pahwa vide two registration numbers 1921 & 1923 dated 18/08/2008 for Rs 1250000/-­­
  3. On 09/09/2008 Mr. Robert Vadra purchased 10 acre land from Jaswant Singh s/o Bihari s/o Chainsukh resident of Gurgaon vide registration number 2428 for Rupee 1,500,000/-
  4. Manoj Arora s/o R N Arora resident of F-28 sector 50, Noida, UP had purchased 17 acre land vide registration numbers 2751 dated 26/09/2008, 2844 dated 06/10/2008 and 2750 dated 26/09/2008 for total Rs 3095000/-
  5. On 17.12.2008 Mr. Vadra’s company Sky Light Hospitality Pvt. Ltd purchased 10 acre land from Mam Chand, son of Gian Chand, Hari Chand, son of Mahipal, ShishPal, Sohan Lal and Roshan, resident of village Agwaanpur vide registration number 3866 for rupees 20 lakh.
  6. Vadra purchased 10 acres land from Mam Chand, Gian Chand, Hari Chand, Mahipal, Sishpal, Sohan Lal and Roshan with vide Khasra number 144 vide registration number 3866 dated 17.12.2008 for rupees 2,000,000/-
  7. Village Hasanpur resident, Karam Chand son of Yad Ram sold his land falling in Khasra number 120/1, 122/1 to Sky Light Hospitality Pvt. Ltd Through its director Mr. Robert Vadra vide registration number 4155 dated 9.01.2009 for rupees 20 Lakh.
  8. The Vadra’s Company the Real Earth Estate Private Limited purchased Khasra number 116/1 of 10.8 acre land from Mrs. Radika Rai wife of Mr. B Rai Resident of Gurgaon in 2009, and same has been entered in revenue records on 19/06/2009 showing new owner name the company through Mr. Robert Vadra, the director with address 35, Lodhi Estate, New Delhi vide registration number 167 dated 20.04.2009 for rupees 20 Lakh.
  9. .Further, Mrs. Sonia Gandhi’s Son-in-Law also purchased 7.5 acres land from Mam Chand, Gian Chand, Hari Chand, Mahipal, Sishpal, Sohan Lal and Roshan with vide Khasra number 144/1 duly entered in 2009 vide registration number dated 23.04.2009 for rupees 1,280,000/-
  10. Also Rishipal, son of Khem Chand has sold his land falling in Khasra number 121/9, 120/11, 121/12 to Real Earth Estate Private Limited in 2009 vide registration number 342 dated 5.05.2009 for rupees 1,920,000.
It to mention here that land now under Mr. Vadra and his different companies have been covered by a high wall  which was onace allotted to Scheduled caste land less persons in village Hasanpur.

When IHN team asked all those persons belonging to Scheduled caste, who were allotted subsidized land in 1981 that how they lost their land ownership in the village, most of them named local property dealers names, mainly Mahesh Naggar, brother of Congress leader Lalit Naggar, who had played crucial role in duping dalits land owners to sell their land to non-Scheduled Caste persons (As per land allotment letter only land could be sold to Scheduled Caste persons) by luring them financially because of backwardness of this village till Mr. Vadra purchased land.

The villagers told IHN that village seen rapid infrastructure development once Mr. Vadra completed his land purchase exercise, resulted into sudden price hike due to development works started by Haryana Government courtesy Mr. Vadra, shocked all dalits who had by then already sold their land to Mr. Vadra and his companies at throwaway prices felt cheated.

In above mentioned cases of land purchases serial no 1, 2, 4 & 8 were purchased by Mr. Vadra from Non-Scheduled caste Landowners who had earlier purchased their land from Scheduled caste Landowners and after that they sold to Mr. Vadra and his proxies.

Haryana Chief Minister, Mr. Bhupinder Singh Hooda who was handpicked by UPA Chairperson, Mrs. Sonia Gandhi to lead congress government in the state in 2005, ignoring Late Bhajan Lal had little window to established direct contact with her, and he had to use all possible routes and persons to make access to Mrs. Gandhi /

Mr. Hooda's dependency on all persons around Mrs. Gandhi was his compulsions to survive, slowly and steadily he reduced the number of persons to whom he has to please at all cost with passage of time, but Mr.Robert Vadra was essential thus he bowed to his wishes and did as desired.

Now Mr. Hooda is in deep crisis as balloon carrying Mr. Vadra business Shortcuts have started to hamper the existence of his political throne as well as Congress Party Led by Mrs. Sonia Gandhi.

IRDA Appoints Manik Sonawane Insurance Ombudsman for Five States

Chandigarh (I-Haryana News): The Insurance Regulatory and Development Authority of India has appointed Mr. Manik B Sonawane, recently retired Haryana IAS officer as Insurance Ombudsman ( Bima Lokpal) for Five northern States of Haryana, Punjab, Himachal Pradesh, Jammu Kashmir and Chandigarh for Three year.

As per information, the office of Insurance Ombudsman is located in sector 17, Chandigarh, prior to Mr. Sonawane; Mr. K M Chadha was working as Insurance Ombudsman in Chandigarh.

Top Bureaucrats Presents Rosy Picture to Hooda on Urban Development

Chandigarh (I-Haryana News): A group of high ranked bureaucrats indulged in urban development in Haryana on Friday painted rosy picture of state’s cities and towns in front of Chief Minister, Mr. Bhupinder Singh Hooda in meeting held in Chandigarh.

In this meeting Mr. Hooda was informed that Ministry of Housing and Urban Poverty Alleviation (HUPA) had approved to cover three towns of the State namely Faridabad, Gurgoan and Panipat under the scheme. HUPA had also approved Rs. 16.86 crore for Slum Free City Planning for these towns.

It was also informed that the respective Municipal Commissioners had been directed to conduct Bio Metric, GIS Mapping and Socio-economic surveys in these towns so that a Detailed Project Report should be sent to Government of India.

The Chief Minister was apprised that under the Urban Infrastructure Development Scheme of Small and Medium Towns (UIDSSMT), an 18 MLD capacity Sewage Treatment Plant (STP) at Bahadurgarh had been set up and made functional.

Apart from this, the work on 10 MLD capacity STP at Ambala Sadar, Sewerage project at Ambala Sadar, 36 MLD capacity STP at Bahadurgarh, 5 MLD capacity STP at Charkhi Dadri, 6 MLD capacity STP at Narnaul, Solid Waste Management (SWM) at Rohtak, SWM at Yamunanagar and Jagadhari and SWM at Karnal and Indri were in progress.

 It was informed that Sonepat had been selected under Urban Infrastructure Development Scheme in Satellite towns for two projects namely Municipal Solid Waste Management Scheme and Augmentation of water supply for Sonipat through rainy wells.

With the augmentation of the water supply project in Sonepat, there would be no problem of drinking water in the times to come.

Mr. Hooda was apprised that for the convenience of general public, the Municipal Corporation, Gurgaon had introduced E-delivery of various citizen services. He was informed that these services would be introduced in all the Municipal Corporations within next six months, the process of which was already going on.

The State had a total of 76 Urban Local Bodies including nine Municipal Corporations, 14 Municipal Councils and 53 Municipal Committees. The budget outlay of the department for the year 2012-13 had been fixed at Rs. 1654.20 crore.  

Chief Parliamentary Secretary Mrs. Sharda Rathore, Principal Secretary  to Chief Minister Mr. Chattar Singh, Chief Secretary Mr. P.K.  Chaudhery, Additional Principal Secretary Dr. K.K. Khandelwal, Principal OSD Mr. M.S Chopra, Principal Secretary, Urban Local Bodies department Mr. Ram Niwas and several other senior officers were also present in the meeting.
IHN Investigates:
As per the Planning Commission of India, the state has spent Rs 297.5 crores in 2007-08, Rs 423.9 crores in 2008-09, Rs 1,318.0 crores in 2009-10 and Rs 785.7 crores in 2010-11 thus Haryana invested total of Rs 2825.2 crores in 11th five years plan, which was 2.1 percent of its total spending during the corresponding periods.

A study conducted by the 13th Finance Commission reveals the poor state of finances of the municipal bodies of the country. On a per capita basis, the total revenue of municipal bodies was a meager Rs. 733 in 2002-03 and it went up to Rs 1430 in 2007-08, whereas Haryana remained at Rs 830 per captia in this category whereas esteemly low as compare to Maharashtra’s Rs 3417 and Rs 2667 of Chhattisgarh, this is also not satisfactory for the state which claims itself as number one state of India.

The own revenue of Municipalities (0.50 per cent of GDP) are a little over half of their total revenue (0.94 per cent of GDP).

Further, as per Jawaharlal Nehru National Urban Renewal Mission progress report published by the Ministry of Housing & Urban Poverty Alleviation as on June 30, 2012 Haryana lone city under JNNURM, Faridabad could able to achieve 20-25 percent of indictors mentioned in mission , again contrary to what senior officers shared with Mr. Hooda today.

On Sewage Treatment Plant issue ,none of sewage treatment plants is running properly in state, we can see open municipal wastes in outskates of all of cities and towns and sewage system in state urban areas are still depended on past practices which we are following centuries.

The IHN requests Haryana Chief Minister, Mr. Hooda to personally verify the physical process and implementation of high claims projected by the concerned bureaucrats to shield their incompetency to envision the urban development planning suited to the state like Haryana which due to its proximity with National capital has to share extra burden, and its cities and towns should be planned keeping in view of the extra scope.

The future planning in Indian bureaucracy is rare thing to find, most of them are working on contingency planning as suits to their political masters of the time and changes as their masters chnage.

Under such circumstances the way all top officers in Haryana tried to convey Mr. Hooda a rosy picture about urban planning which Chief Minister could see as bureaucrats in question always bend as per wishes their political masters  included Mr Hooda to fulfill the politico- personal interests by ignoring the basic of urban development planning.

I am of view the urban should be devise by technical experts on the issue not by officers and Political heads should try to put extra.a time on future planning so that state could Heep the benefits of its proximity to Delhi throne

Birthday Boy Hooda Wars Chautala over Human Right Commission Constitution

Chandigarh (I-Haryana News): Haryana Government led by Chief Minister, Mr. Bhupinder Singh Hooda has decided to completely ignore the role Leader of Opposition in selecting functionaries for constitutional and statuary bodies.

After, row of tussle to select three State Information Commissioners in the State information Commission, now on Saturday Meeting was scheduled to select chairman and two members for the state first Human Right Commission that too after 18 years of long wait.

As per Human Right Act of 1993, amended in 2006 the committee consisting Chief Minister of the state, Speaker of State Assembly, Home Minister and Leader of Opposition is empowered to select chairperson and members of the state Human Right Commission.

The Scheduled Meeting for the same was held at Chief Minister, Mr. Bhupinder Singh Hooda’s official residence and names of Justice Virender Kumar Jain, former Chief Justice of Punjab and Haryana High Court, Justice H S Bhalla, a former Judge of the Orissa High Court and a 2001-batch IAS officer, JS Ahlawat, who had retired as deputy commissioner Panipat in April 2012, were proposed by Government on which all present expect Mr. Chautala, who raised objection agreed.

While Taking to media after Meeting, the Leader of opposition clarified that he has written protest note on the way the names of chairperson and members were proposed unilaterally and without application of mind to fulfill real objective of Human Right Commission Act passed by Indian Parliament in 1993, as non of three members whose names were discussed for proposed commission belongs to women, Schedule Caste and Backward castes sections of society, all of these sections are prone to atrocities in present societal framework in Haryana. 

It is to mention that on August 31, 2012 the Search Committee comprising Chief Minister, Mr. Bhupinder Singh Hooda, Education Minister, and Mrs. Geeta Bhaukkal and Leader of Opposition, Mr. Om Prakash Chautala met to select three SICs for State Information Commission but like Human Right Commission failed to reach on consensus, resulted into unilaterally announcement of Names of three SICs.

It is to remind that the search or selection committees for all constitutional and statutory bodies are made comprising State political head (Chief Minister), the minister concerned and Leader of Opposition to make selection for these independent bodies transparent and without any controversy, but the ways the these selections are being made would raise question mark over public acceptability of these constitutional and statutory bodies in public domain.

Chautala Not to Allow FDI in Retail Sector in Haryana If Voted to Power

Chandigarh (I-Haryana News): Indian National LokDal chief and Leader of opposition, Mr. Om Prakash Chautala has categorically opposed the Centre Cabinet decision to allow Foreign Direct Investment in retail sector.

The strong worded statement on FDI in Retail sector has come during a press conference held at his official residence in Chandigarh on Saturday, where he categorically announced that if his party voted to power, would not allow FDI in retail sector in Haryana and if allowed by present congress government would withdraw as a first step, while coming to power.

Mr. Chautala furthered alleged that Hooda Government is only serving the interests of rich and forget to look after the poor, farmers and traders who had voted congress but now feeling cheated because of continuous series of scams of several crores , prices rising of essential commodities including diesel and LPG.

The FDI in retail sector would make small traders and their support teams’ persons unemployed resulted into unrest in society and will offer over Rs 30000 lakh crores India’s retail market to MNC like Wall Mart.

FDI in Retail is a serious issue should be allowed only after wide range of deliberations and not to divert public and media attention from  big scams.

The act by Congress government would surrender country interest in long term and may have some linkage with US presidential elections as unemployment and slow economic growth are the main issue there to debate during coming elections.
