India All Set to Launch Fibre Glass LPG Cylinders


New Delhi (ABC Live): India all set to launch Fibre Glass LPG Cylinders.

The Government has advised Public Sector Oil Marketing Companies to call for a global expression of interest to set up facilities for manufacturing of composite cylinders (fibre glass) domestically.
These cylinders are proposed to be introduced (in select markets ) as a separate package and not as replacement of existing steel cylinders.

The composite cylinder being translucent, the level of LPG present would be visible in these cylinders, thereby improving customer’s satisfaction about the quantity of LPG contained in cylinders.
Handling of these cylinders would be easier as they will be lighter in weight than steel cylinders.

The fibre glass cylinders are in use in different countries and are found to be as safe as steel cylinders and there is no compromise on safety.
The cylinders are proposed to be put into circulation only after due approval of Petroleum and Explosives Safety Organization.

This information was given by the Minister of State for Petroleum & Natural Gas R.P.N. Singh in a written reply in the Rajya Sabha on Tuesday.

Law Commission Asks Public Response on Amendment of IPC Section 498-A

New Delhi (ABC Live): Indian Government is working to amend Section 498-A of Indian Penal Code, which relates to a ‘husband or relative of husband of a woman subjecting her to cruelty.

On Consultation Paper-Cum-Questionnaire Regarding Section 498-A of Indian Penal Code Government says that as per the information received from the Law Commission of India, the Law Commission has taken up the study of various aspects of Section 498-A of Indian Penal Code and has prepared a Consultation Paper-cum-Questionnaire regarding this Section of Indian Penal Code and circulated to all concerned to elicit views thereon.

Giving this information in written reply to a question in the Rajya Sabha, Salman Khurshid, Minister of Law & Justice, said that the Law Commission has received a large number of responses from various quarters and the same are being examined by them. As far as compoundability of the offence is concerned, the report of the Law Commission is not finalized.

Justice Shivaraj V Patil Becomes Karnataka New Lokayukta

Bangalore (ABC Live): Former Supreme Court judge, Justice Shivaraj V Patil is all set to become the new Lokayukta of Karnataka to succeed Santosh Hegde.

As per information, Governor H R Bhardwaj has cleared the name of Patil, who had earlier served as Chief Justice of Rajasthan High Court as well as Acting Chairman of the National Human Rights Commission, Raj Bhavan sources said.

71-year-old Patil, replaces Hegde, a former Supreme Court judge who completes his term on August two.

Patil also served as the one-man committee that went into the processes and procedures followed by the Department of Telecommunications in the allocation of licences and spectrum between 2001 and 2009.

A Raj Bhavan communique later said the Governor made the appointment on the advice tendered by Chief Minister B S Yeddyurappa.

The Governor has also appointed former Karnataka High Court judge, Justice (retd) R Gururajan as a Upalokayukta, Karnataka, it said.

A Raja Takes U Turn over Manmohan Singh, Chidambaram in 2G

New Delhi (ABC Live):In Indian [political drama 2g scam main accused and former Telecom Minister A Raja on Tuesday took U turn by saying that he did not seek to implicate Prime Minister Manmohan Singh and the then Finance Minister P Chidambaram in the 2G case.

"I did not seek to implicate the Prime Minister and the then Finance Minister in 2G case," senior advocate Sushil Kumar, counsel for Raja, told Special CBI Judge O P Saini on Tuesday.

The DMK leader squarely blamed the media for his alleged accusations against the Prime Minister and the then Finance Minister, saying "they (media) cannot put words in my mouth. Ask them to report truthfully or go out of the court room."

The counsel for Raja on Tuesday started his arguments seeking to record his reservation on the media reports.

"I am defending myself and not accusing anything against anybody. I am not after anybody," he said.

Ban Ki-moon Argues to Link Climate Change with International Peace, Security

New York (ABC Live): UN Secretary-General Ban Ki-moon expressed importance of climate change and its effects on international peace and security.

Following are UN Secretary-General Ban Ki-moon’s remarks to the Security Council on the impact of climate change on international peace and security, today, 20 July, in New York:

I thank the German Presidency of this Council [for having] organized this very important meeting at this juncture.

When the Security Council first took up the issue of climate change in 2007, the debate was preceded by a vigorous exchange about whether such consideration was appropriate. I argued then, and do so again today, that it is not only appropriate — it is essential.

I welcome the fact that we have moved forward and are having the right debate today — about what this Council and all United Nations Member States can do to confront the double-barrelled challenge of climate change and international security.

We must make no mistake. The facts are clear: climate change is real; it is accelerating in a dangerous manner; and it not only exacerbates threats to international peace and security, it is a threat to international peace and security. Extreme weather events continue to grow more frequent and intense in rich and poor countries alike, not only devastating lives, but also infrastructure, institutions, and budgets — an unholy brew which can create dangerous security vacuums.

Pakistan, the Pacific Islands, Russia, Western Europe, the Philippines, Colombia, Australia, Brazil, the United States, China, the Horn of Africa — these examples should remind us of the urgency of what we face. Just today, the United Nations declared a state of famine in two regions of southern Somalia. Around the world, hundreds of millions of people are in danger of going short of food and water, undermining the most essential foundations of local, national, and global stability.

Competition between communities and countries for scarce resources —especially water — is increasing, exacerbating old security dilemmas and creating new ones. Environmental refugees are reshaping the human geography of the planet, a trend that will only increase as deserts advance, forests are felled, and sea-levels rise. Mega crises may well become the new normal. These are all threats to human security, as well as to international peace and security.

Since I delivered my report to the General Assembly in 2009, the international community has reached certain agreements in Copenhagen and Cancún in the context of the United Nations Framework Convention on Climate Change (UNFCCC). These agreements provide an important, but incomplete, foundation for action on reducing greenhouse gas emissions and enabling all countries to adapt. Now we need accelerated operationalization of all the agreements made at Cancún, including on protecting forests, adaptation and technology.

Climate finance, the sine qua non for progress, must move from a conceptual discussion to concrete delivery of “fast start” financing and agreement on sources of long-term financing. The next UNFCCC Conference of Parties meeting in Durban this December must be decisive in this regard. Minimalist steps will not do.

Negotiations cannot stop there. We need ambitious targets that ensure that any increase in global average temperature remains below 2 degrees Centigrade. Durban must provide a clear step forward on mitigation commitments and actions by all parties, according to their responsibilities and capabilities. Developed countries must lead, while at the same time emerging economies must shoulder their fair share.

We cannot ignore history. But we must clearly recognise that there can be no spectators when it comes to securing the future of our planet. Given that the first commitment period of the Kyoto Protocol expires next year, a political formula must be found without delay to ensure that existing commitments and needed future commitments and actions are not delayed by negotiating gamesmanship.

The Security Council can play a vital role in making clear the link between climate change, peace and security. The members of this Council bear a unique responsibility to mobilize national and international action to confront the very real threat of climate change and the specific threats to international peace and security which derive from it.

Of course, nothing would build a lasting foundation for a more peaceful world than securing sustainable development for all of our citizens. In this regard, I urge all United Nations Member States to fully utilize the opportunity provided by next year’s Rio+20 United Nations Conference on Sustainable Development. In Rio we need to join the dots between energy security, food and nutrition security, water security, climate security and development, so that all our peoples can enjoy prosperity, peace, and international security.

I thank you again for organizing this debate and lending the political weight of the Security Council to raising awareness of this important issue. I have called climate change the defining issue of our time. Indeed we must go even further. We must make sustainable development for all the defining issue of our time because it is only in that broader framework that we can address climate change and the needs of our citizens. Re-writing this history falls to us all.

DRDO All Set to Test Prahaar Missile

New Delhi (ABC Live):Defence Research and Development Organization (DRDO) is all set to conduct trial of new indigenously developed quick reaction, short-range Prahaar missile on Thursday from the Integrated Test Range (ITR) at Chandipur-on-sea.

"Ground preparation for the test-flight of a short range ballistic missile is complete and it would be taken up tomorrow any time between 9 am to 5 pm depending on weather condition," a DRDO official said in Balasore.

"This is a single stage missile fuelled by solid propellants, and being tested for the first time. It is surface-to-surface missile with a range of 150 km and can carry conventional warheads," a DRDO scientist said.

"The missile would be tested from the launch pad 3 in the ITR and as a safety measure, arrangement have been made to temporarily evacuate people residing within two km radius of the launch pad on the scheduled day of the launch," the official said.

Scientific Adviser to India's Defence Minister and Director General of DRDO V K Saraswat had recently said that the new 150 km range Prahaar missile "is going to be an excellent weapon" and would fill the gap between existing unguided rocket systems like Pinaka, Smerch and 350 km-range Prithvi-2 ballistic missile.

Karnataka Gets $315 Million ADB Loan for Highways Upgradation

New Delhi (ABC Live): India and the Asian Development Bank (ADB) on Wednesday signed a $315 million loan agreement for the Karnataka State Highway Improvement Project.

It is to mention that this is the first loan assistance from ADB in the state of Karnataka designed to upgrade roads.

The project will help rehabilitate and upgrade about 615 km of state highways identified from the core road network of the state.

It will also strengthen the capacity of the Public Works Department (PWD) of the Government of Karnataka (GOK) to develop, operate, and maintain the state road network. Road improvement works will include the upgrading of existing roads to two lanes; construction of bypasses; strengthening of culverts and bridges; and construction of new bridges and drainage structures.

The loan will help the PWD supervise the implementation of civil works and support the establishment and operation of the Planning and Road Asset Management Centre (PRAMC).

A Capacity Development Technical Assistance (CDTA) of $1.5 million is also attached to this loan. This is designed to strengthen PWD’s capacity in asset management and road safety to ensure safe and sustainable road development.

India is one of the founding members of the Asian Development Bank (ADB) established in 1966. ADB is engaged in promoting economic and social progress of its developing member countries (DMCs) in the Asia Pacific Region. India started accessing loan assistance from ADB in 1986.

A total of 144 loans amounting to $ 23.25 billion and 313 technical assistance (TA) projects amounting to $232.5 million have been accessed on cumulative basis. The ongoing projects are 67 ($ 10.34 billion) and TA projects are 79 ($ 79.62 million).

Delhi High Court Forces Petitioner to Withdraw Case Naming Anil Ambani, Ratan Tata in 2G Case

New Delhi (ABC Live): The Delhi high court on Wednesday forced New Delhi Based PIL petitioner, M Furquan,a journalist to withdraw his petition to name Reliance ADAG chairman Anil Ambani, Tata Group chief Ratan Tata, corporate lobbyist Niira Radia and Dravida Munnetra Kazhagam (DMK) chief M Karunanidhi's wife Dayalu Ammal in 2G case accused List.

While hearing the Petition, Justice Ajit Bharihoke said that, "It is a rubbish petition. If I find that we you (petitioner) have tried to interfere with the investigation then you may be in bigger trouble." "Either you withdraw your petition or argue at your own peril," he said, forcing the petitioner M Furquan, a Delhi-based scribe, to withdraw his plea.

"The petition is dismissed as withdrawn," Justice Bharihoke said in his order.

In brief hearing, the HC refused to grant adjournment and asked the petitioner’s counsel to argue the case straight away.

Further, HC also not granted the petitioner the liberty to approach the Supreme Court or other judicial forum on this cause to ask CBI to name Anil Ambani, Ratan Tata, Niira Radia and Dayalu Ammal in 2G case accused List

It is to mention that Earlier, a special CBI court had refused to entertain the petitioner’s plea and also imposed a cost of Rs10,000 each on Furquan and Ghaziabad's scrap dealer Dharmender Pandey for filing complaints in this regard.

"The applications are not only devoid of any substance but are also contrary to the law and deserve to be dismissed with heavy cost as application after application of this nature are being filed by third parties resulting into loss of precious time of the court.

"Both applications are dismissed, subject to nominal cost of Rs10,000 each," special CBI Judge OP Saini had said.

IRDA Issues Exposure Draft Third Party Administrator

New Delhi (ABC Live): The Insurance Regulation Authority of India on Monday has issued the Exposure Draft on the Third Party Administrator (TPA).

Accordingly, the Authority has prepared the Exposure Draft. In this regard, comments/suggestions of all stake holders on the Exposure Draft are invited.

EXPOSURE DRAFT

Re: Servicing of Health Insurance Schemes offered by Bodies other than Insurance Companies.

With a view to enhancing policyholders’ services for health insurance, the IRDA had conceptualized the Third Party Administrator (TPA), as an intermediary. The IRDA thought it appropriate to define such an intermediary and permit them to operate as an insurance intermediary on a strength of a license to operate issued by the IRDA. The TPAs play an important role in delivering health insurance in a seamless manner to a policyholder.

In order to effectively regulate the functioning of a TPA, the IRDA has brought out the Third Party Administrator Health Services Regulations, 2001.

3.Under Regulation 2(d) "Health Services" means all the services to be rendered by a TPA under an agreement with an insurance company in connection with "health insurance business" or ‘health cover’ as defined in regulation 2(f) of the IRDA (Registration of Indian Insurance Companies) Regulations, 2000, but does not include the business of an insurance company or the soliciting, directly or through an insurance intermediary including an insurance agent, of insurance business.
4.Under Regulation 2"TPA" means a Third Party Administrator who, for the time being, is licensed by the Authority, and is engaged, for a fee or remuneration, by whatever name called as may be specified in the agreement with an insurance company, for the provision of health services;

Under Regulation 3 (2) the main or primary object of the company shall be to carry on business in India as a TPA in the health services, and on being licensed by the Authority, the company shall not engage itself in any other business.

Under Regulation 4 (1) The TPA shall obtain from the Authority a licence to function as a TPA for rendering health services.

From the above, it is clear that a TPA can offer its services only to an insurance company and to no other body.

In 2005, some of the TPAs represented to IRDA to permit them to offer these services to bodies other than insurance companies such as Central and State Governments. Even though, such permission was not entirely on all force with the provisions of the Regulations, the IRDA considered that the number of such schemes being extended by Central and State Governments was very small and consequently the IRDA in December 2005, had issued a circular conveying that it has no objection to TPAs undertaking the servicing of non insurance healthcare schemes promoted, sponsored and approved by Central or State Governments.

Since the issuance of the circular dated 16 December 2005, the gross written premium of health insurance in India has increased from Rs.1535 crores to Rs.11145 crores (provisional) as at the end of 31 March 2011. The Central Government and several State Governments have also introduced large insurance based health schemes such as the RSBY of Central Government, the Arogyashri scheme of the Government of Andhra Pradesh etc. In all these schemes the risk bearer is the insurance company which has been awarded the contract after following appropriate and transparent system as decided by the respective governments. Given the growth of the health insurance sector it is important that the systems in place for servicing the health insurance should be dynamic and effective in order to ensure the orderly growth of the health insurance business in India.st

Lately, some Governments have issued tenders calling for the direct servicing by TPAs of health schemes promoted by them. Such schemes would not fall within the regulatory regime of the IRDA, as the risk carrier namely the Government is not subject to regulatory oversight of the IRDA

Given the growth and likely future growth of the health insurance industry, there would be a regulatory burden with considerable reputation risk to the institutions and the industry, in the event of any act of omission and commission by any intermediary if acting directly as agent of the Government

In the above circumstances, the circular dated 16 December, 2005 is withdrawn with immediate effect. It is hereby notified that the Licensed TPAs cannot enter into arrangements for servicing health schemes promoted, sponsored or approved by any non-insurance body including Central, State, Local Governments, Firms, Corporates etc. during the subsistence of the TPA license granted by the IRDA.th

If anybody currently licensed to operate as a TPA in India is desirous of offering such services to schemes promoted, sponsored or approved by any body other than insurance companies, then such a TPA shall first surrender its TPA license and remove itself from the regulatory purview of the IRDA and thereafter may pursue such course of action as it deem appropriate. It may be noted that on surrender of license, the body shall not carry the word TPA in its name.

With respect to existing contracts, if any, that a TPA may have entered into on the basis of no objection issued in 16 December 2005, it is clarified that such contracts may continue to be serviced till the expiry of the contract period only without any further renewal.th

The TPAs shall report to the IRDA the details of such contracts as might exist, within 15 days from the date of issuance of this circular. Further, if the TPA does not report existing contracts, if any, within the time prescribed, then it will be deemed that it has no such contracts. If at a later date, such contract is found to be in operation then the license of the TPA will be cancelled forthwith.

The Insurance Companies shall not renew contracts with TPAs who are in breach of the above directions. All Insurance Companies are directed to ensure that the TPA with whom they seek to enter or have entered into an agreement to render “Health Service” do not have any similar arrangement after the issuance of this Circular for servicing parties other than insurance companies and shall obtain a specific undertaking to this extent from them, prior to engaging or continuing to engage their services.

New Delhi (ABC Live): The Inspecting trial court judge Brijesh Kumar Garg on on June 30 found the CWG organizing committee chairman Suresh Kalmadi enjoying special treatment inside the Tihar prison.

As per Information, The Inspecting trial court judge Brijesh Kumar Garg during his all of sudden inspection visit found Suresh Kalmadi, who is in Tihar prison since May sitting in Jail superintendent S C Bharadwaj official room.

Further, sources confirmed that after inspecting trial court Judge Brijesh Kumar Garg reported the matter to high authorities, the Jail superintendent S C Bharadwaj was reported to transfer to Port Blair Jail and inquiry has been order to the issue.

Kalmadi, an accused in Commonwealth Games scams, is lodged in Jail No. 4 of Tihar Prisons since May.

The confirmation to this effect was made by The DIG that,” The inspecting trial court judge had visited us on Thursday and was present in the jail superintendent's room. Kalmadi too was waiting there for the van to take him to the hospital. Then tea arrived and Kalmadi too was offered. Other than this, we have no knowledge of any special treatment being given to him."

New Delhi (ABC Live): Indian Environment Minister, Mr. Jairam Ramesh on Wednesday has rejected the recommendations of the Forests Advisory Committee (FAC) on Tara, Parsa East and Kante Basin coal blocks in the Hasdeo-Arand Forests region of Chhattisgarh.

As per information, Mr. Jairam Ramesh stated in his written statement that he had earlier rejected the FAC’s recommendations thrice prior to latest one and decided to approve the Stage-I proposal for Tara, Parsa East and Kante Basin coal blocks in the Hasdeo- Arand Forests region of Chhattisgarh.

Further, Mr. Jairam Ramesh has quoted six reasons in support of his rejection to FAC’s recommendations, which are as follows:

Ramesh considered Tara, Parsa East and Kante Basin coal blocks in the fringe not in Biodiversity rich the Hasdeo-Arand Forests region.

Change in mining plans since project was firstly filed in MoEF for clearance.

Ramesh while rejecting FAC’s recommendations ignored the effects of mining in on wildlife of the area and just put all responsibilities on Wildlife trust of India, National conservation Foundation, etc under wildlife management programmes.

Fourthly, Indian Environment Minister favored coal mining in the fringe not in Biodiversity rich the Hasdeo-Arand Forests region (As stated by Mr. Jairam Ramesh) because these future coal mines are located very near to Supercritical thermal power generating stations and argued that coal extracted from these coal mines will emit less carbon in atmosphere and serve the so called cause well taken by Mr. Jairam Ramesh.

Mr. Ramesh rejected the FAC’s recommendations as the two chief ministers of states whose thermal power stations are located near to proposed mines had written to him.

The last argument, Mr. Ramesh stated in his statement in favor of mining in Tara, Parsa East and Kante Basin coal blocks in the Hasdeo-Arand Forests region of Chhattisgarh is that FAC has not look into India’s XI five plan of Planning commission of India projection which says that India to add 52000 Mw additional in its energy basket to keep infrastructure development run further.

After reading the argument given by Indian Environment Minister, Mr. Jairam Ramesh, its seems that Mr. Ramesh is more concerned with domains held by government departments and organizations than to his own one called, Ministry of Environment and Forests, which has clear mandate to preserve the Environment and Forests of India.

The decision and arguments postulated by Mr. Ramesh is entirely opposite to his international image where, he projects himself as the tallest environment friendly personality of India.

Former US Ambassador to China to Challenge Obama in 2012 Elections

Washington (ABC Live): United States Former ambassador to China under President Obama Administration Jon Huntsman, who had remained in China till April 2011 has announced his decision to run for president in 2012.

Jon Huntsman made announcement at Liberty State Park in New Jersey, the same spot where former President Ronald Reagan kicked off his successful 1980 campaign.

The speech centered on the sluggish economy and exploding national debt, and warned of an "un-American" future if things do not change.

"For the first time in our history, we are passing down to the next generation a country that is less powerful, less compassionate, less competitive and less confident than the one we got," he said. "This is totally unacceptable and totally un-American."

With Huntsman entering the race, the Republican field now has eight official candidates, with others including former Massachusetts Governor Mitt Romney, former Minnesota Governor Tim Pawlenty, former House Speaker Newt Gingrich, House Representative Michele Bachmann, House Representative Ron Paul, former Pennsylvania Senator Rick Santorum and businessman Herman Cain.

So far, Romney is considered as the early front-runner, but it's far from certain whether he can eventually win the Republican nomination.

Huntsman's experiences in the Obama administration would be a double-edge sword, analysts say.

It may make him less appeal to the far-right camp who is strongly anti-Obama. His moderate views could work against him in the Republican primaries, where conservative voters dominate.

Haridwar (ABC Live): Indian Yoga Guru Baba Ramdev after seven days fast on Friday reached Himalayan Institute of Medical Sciences in Dehradun due to his poor health.

Information and confirmation to this effect was made by Patanjali Yogapeeth that the decision to shift Ramdev to a hospital was taken by Uttarakhand Chief Minister Ramesh Pokhriyal, who gave directions to Haridwar District Magistrate in this regard.

After Crackdown Baba Ramdev Surrenders Anti Corruption Move to Indian Politics

New Delhi (ABC Live): India’s Yoga Guru Ramdev is all set to keep himself free by surrendering his anti corruption move to Indian politics for his First Visit after his forcefully eviction from protest site, New Delhi Ramlila ground and refusal from UP government on Saturday night.

As per Latest reports Baba Ramdev on Sunday has once gain started his movement in Pantganli Yogpeeth, Haridwar after his forcefully eviction from protest site, New Delhi Ramlila ground and refusal from UP government on Saturday night.

After Meeting CBDT Chief Baba Ramdev Takes U-Turn on Jan Lokpal Bill

Sehore (ABC Live): The Yoga Guru Baba Ramdev has Taken U on Anna Hazare’s Jan Lokpal bill turn after the Central Board of Direct Taxes (CTBT)chairman Sudhir Chandra met him.

As per information, in a hurriedly organized press conference in Sehore Ramdev has categorically stated that he was opposed the provisions in Jan Lokpal bill to bring Indian prime minister and higher Judiciary under Lokpal purview.

The yoga guru said that finance minister Pranab Mukherjee and CBDT chairman Sudhir Chandra were in touch with him. "Even today I would like to say that the talks are positive", he said.

His comments came a day after the Cabinet Committee on Political Affairs (CCPA) chaired by Prime Minister Manmohan Singh met in the national capital to discuss the issue of black money in view of the yoga guru's proposed agitation

Baba Ramdev, who lent support to Anna Hazare in his campaign against corruption when he went on a fast in Jantar Mantar, however, refused to call off his own fast from June 4 till government conceded all his demands.

Reacting to Baba's comments, Arvind Kejriwal, a civil society member said that the probably the yoga guru may not be aware of the full implications of the issue and they would try to convince him why it was necessary.

Haryana Implements Police Reforms, Separates Investigation from Police

Chandigarh (ABC Live): Haryana Chief Minister Bhupinder Singh Hooda has taken a far reaching decision to separate CID cadre from Haryana Police taking care of Supreme Court Decision in Prakash Singh and Ors Vs Union of India regarding Police reforms in India.

The decision to this effect was taken by Haryana Cabinet on Thursday which met under the Chairmanship of Chief Minister Bhupinder Singh Hooda to amend Punjab Police Rules, 1934, which would be known as Punjab Police (Haryana Amendment) Rules, 2011 to govern the services provisions of newly separated Criminal Investigation Department.

As Apex court decision of dated 22.09.2006 by a bench headed by then Chief Justice of India and C.K. Thakker and P.K. Balasubramanyan, JJ says,

“The investigating police shall be separated from the law and order police to ensure speedier investigation, better expertise and improved rapport with the people.

It must, however, be ensured that there is full coordination between the two wings.

The separation, to start with, may be effected in towns/urban areas which have a population of ten lakhs or more, and gradually extended to smaller towns/urban areas also.”

As per SC order state government has mandate to separate investigation department from law and order maintaining forces but the same order says that , “The separation, to start with, may be effected in towns/urban areas which have a population of ten lakhs or more, and gradually extended to smaller towns/urban areas also.” Whereas, Haryana government has done this in one go.

Following is the official statement issued by Government of Haryana on separation of investigation department from law and order maintaining force:

Haryana Cabinet on Thursday which met under the Chairmanship of Chief Minister Bhupinder Singh Hooda has amended Punjab Police Rules, 1934, which would be known as Punjab Police (Haryana Amendment) Rules, 2011 to govern the services provisions

These Rules shall regulate the appointment, training, promotion, deputation and other connected administrative matters relating to Criminal Investigation Department (CID) officials in view of special professional requirements. In all other areas not covered by this chapter, the Punjab Police Rules, 1934(hereinafter called the Police Rules) will apply mutatis mutandis. There shall be a separate cadre as provided under sub section(1) of section 4 of the Police Act 2007(25 of 2008), of directly recruited officials, in the Criminal Investigation Department (hereinafter referred to as the cadre) for the purpose of attending to any duty assigned by the Head of Criminal Investigation Department. Direct recruitment to this cadre shall be made on the post of Constable and Assistant Sub-Inspector.

All vacancies in the cadre shall be filled by direct recruitment or promotion or deputation.

There will be non-gazetted ranks of Constables and Head Constables to be appointed by Superintendent of Police. Assistant Sub Inspectors would be appointed by Deputy Inspector General of CID. All direct appointments to non-gazetted ranks shall be made by the appointing authority, as mentioned above, on the recommendations of the concerned Police Recruitment Board constituted under Haryana Police Act, 2007.

Of the total sanctioned posts (both temporary and permanent) of Assistant Sub Inspectors, 75 per cent shall be filled up by direct recruitment and twenty five per cent by promotion, or by deputation. Five percent of the posts of direct recruitment in the rank of Assistant Sub-Inspectors shall be reserved for women. It is clarified that there shall be no separate cadre of women in the CID.

Twenty percent of directly recruited quota of Assistant Sub-Inspectors shall be filled up from Engineering graduates of the following streams keeping in view the technical requirements of the CID, namely Computer Engineering; Electronics Engineering; Electronics and Communication Engineering; Information Technology; Wireless and Telecommunication Engineering; Electrical Engineering ; or Mechanical Engineering.

The process of recruitment for appointment of directly recruited Assistant Sub-Inspectors shall be set in motion by the recruitment authority to be decided/constituted by the State Government. The procedure and the additional qualifications, if any, shall be notified by the Head of the CID to the Recruiting Board. However, to meet the urgent and incumbent technological changes in the field of cyber space, security, forensic science, investigation skills, statistics, financial/fiscal services including auditing, law etc, upto five percent (5%) posts of Assistant Sub-Inspectors can be filled up by nomination directly from amongst meritorious qualified professionals, by the Head of the CID.

All direct appointments to the rank of Constable in CID shall be made by the Superintendent of Police, Criminal Investigation Department, on the recommendations of the concerned Police Recruitment Board to be constituted under sub section (2) of 4 of the Haryana Police Act, 2007(25 of 2008).

Seventy five percent (75%) of total sanctioned posts of constables in CID shall be filled by direct recruitment and twenty five percent (25%) by deputation. In respect of direct recruitment, vacancies can be filled up by deputation till direct recruits are available. Five percent (5%) of the posts meant for direct recruitment in the rank of constable shall be reserved for women. However, there shall be no separate cadre of women in the CID.

In copy book ways this seems to be good,but all depends on implementation of this step as police reform to lessen the burden on law and order keeping police, if this will lesson the burden of police than ok ,if not than it can work reversely.
As in India, most part of CID or intelligence are openly used for political purposes rarely used to help police in investigation.

Haryana Announces Compensation to Faridabad Plane Crash Victims

Chandigarh (ABC Live): Haryana on Thursday has announced compensation to Faridabad plane crash victims.

Information to this effect was made through official statement that the Chief Minister, Mr. Bhupinder Singh Hooda announced to give a compensation of Rs two lakh each to the next of kin of those three deceased persons who hailed from Faridabad and also announced to give a financial assistance of Rs 20,000 to each of the three injured.

Bhupinder Singh Hooda expressed shock and grief over the death of 10 persons and injuries to three others in a plane crash in a residential area in Faridabad late last evening.

In a statement issued , the Chief Minister said that the damage caused to the house due to the plane crash would be assessed and duly compensated.

The Commissioner, Gurgaon Division, Mr T.K. Sharma said that the company of the Air Craft, which crashed, give compensation as per the law.

UP Police Arrests Rahul Gandhi for Fighting for Farmers in Noida

Noida (ABC Live): UP police have taken Congress leaders Rahul Gandhi, Digvijay Singh and Rita Bahuguna under preventive custody.

Information to this effect was made by ," Inspector General of Police (Meerut Range) Rajnikant Mishra that, "Rahul Gandhi has been arrested under Sec 151 CrPC and will be presented before a Sub-Divisional Magistrate on Thursday.”

Gandhi was taken away from the dharna site in Bhatta Parsaul Village in a grey Tata Safari to an undisclosed location.

Taking on Uttar Pradesh chief minister Mayawati, Rahul Gandhi on Wednesday joined the land war, pledging full support to farmers fighting against acquisition and promising not to desert them till their demands are met.

Sneaking into Bhatta Parsaul village, the epicenter of the agitation in western Uttar Pradesh, in the wee hours riding pillion on a motorcyle, he sat with the agitating farmers throughout the day in scorching heat to emphathise with their cause and women who lost their men.

"I feel ashamed to call myself Indian after seeing what has happened here. The (state) government here has unleashed atrocities on its own people," the Congress general secretary told the farmers.

Even as he sat on a dharna, a war of words erupted, with BJP terming it as a "drama" and wanting to know why the UPA government was still not acting on his earlier promise of bringing Land Acquisition Bill in Parliament.

The Congress, on its part, said it was keen to get on early passage of the bill in Parliament.

Gandhi, who sat with the farmers for over 12 hours, said he associated with them as they were demanding their "right" and there was "nothing wrong" in it.

"I want to tell you that I am with you till your demands are met. Till your work is not done, the Congress party will not desert you," he said to a thunderous applause from the gathering which shouted slogans hailing him.

After 2G Scam Subrata Roy Under ED Scaner for Madhu Koda, Jet Airways

New Delhi (ABC Live): Sahara Group headed by CEO Subrata Roy facing Enforcement Directorate investigation in 2G spectrum scam is also come under ED scanner for former Jharkhand CM Madhu Koda and Jet Airways' takeover of Sahara Airlines corruption cases.

The information regarding this was provided in the petition filed by ED's Assistant Director Rajeshwar Singh while seeking contempt action against Sahara group Chief Subrata Roy and two scribes for allegedly interfering with the investigation of the 2G spectrum case.

"There is yet another investigation which is popularly referred as Madhu Koda scam case in respect of which the division bench of Jharkhand High Court has issued directions, directing CBI and ED to investigate offences under Prevention of Money Laundering Act, Foreign Exchange Management Act," the petition said on Friday.

Further, Singh, in his petition, said "it may not be out of place to mention that Sahara Airlines, which is now taken over by Jet Airways and operated under the banner of Jetlite, are also facing investigations for violation under FERA (Foreign Exchange Regulation Act)".

The petition referred to the status reports filed by ED in the 2G case which stated that "S-Tel had arranged for certain funds from various groups to pay licence fee".

It alleged Sahara India Investment Corporation, now known as Sahara Prime City Ltd, had "invested Rs 14 crores in S-Tel on the same day (August 28, 2007) when S-Tel had applied for 16 telecom licences".

The petition said ED has been investigating Sahara's alleged involvement in Madhu Koda scam case where the agency suspects that "large amount of funds which are tainted money and proceeds of crime have been invested in Sahara Group companies by those accused persons with a view to projecting them as untainted money."

In another case of alleged FEMA violation, the petition said "Subrata Roy, along with others, has deposited an amount of Rs 150 crores, which has been rotated through a maze of financial transactions between accounts of Sahara Corporation and Sahara India within the same branch and bank."

Another Sahara Group company had paid Rs 9.50 crore in August 2007 to one Sky City Foundation Pvt Ltd which, in turn, invested the same amount in S-Tel just before it applied to the Department of Telecommunication for issuance of 2G licence, the petition said.

The CBI also said that Shahid Balwa, whose company was beneficiary in the 2G scam, paid Rs200 crore to Kalaignar TV.

Subrata Roy Using His Media to Save Himslef in 2G Scam Investigation

New Delhi (ABC Live): The Supreme Court on Friday issued a contempt notice to Sahara Group CEO Subrata Roy and two others for threatening and intimidates an Enforcement Directorate officer in connection with the 2G scam investigation.

It is to mention that Enforcement Directorate says that Roy's owned Sahara Group transferred Rs 150 crore to Swan Telecom the black ship telecom Company in the 2G scam and issued notice to Sahara Group to know about its role but after receiving notice Sahara media outfits asked the ED officer, Rajeshwar Singh, personal questions and threatened to do a series of media.

The apex court had on March 16 warned against any interference from any quarter in the work of CBI and ED officers.

On Friday the Court termed Sahara Media asking personal questions and threatening the ED officer, Rajeshwar Singh for doing media stories about these after he issued the notice to Roy under the Prevention of Money Laundering Act as prima facie case to the contempt of court.

Further, Sahara’s newspaper published news about Rajeshwar Singh’s personal information after this the ED on Friday approached the SC accusing Sahara Group CEO Subrata Roy of intimidating its officers investigating the scam which is will full defying of SC March 16 order which warns against any interference from any quarter in the work of CBI and ED officers.

RBI Auction Rs 2,100 Crore SDLs of Meghalaya, Punjab, Tripura, UP

New Delhi (ABC Live): The Reserve Bank of India (RBI) is all set to auction 10-year State Development Loans (SDLs) for an aggregate amount of Rs 2,100 crore through yield based auction using multiple price auction method on May 10, 2011.

Both competitive and non-competitive bids for the auction should be submitted in electronic format on the Negotiated Dealing System (NDS) on May 10, 2011 (Tuesday). The non-competitive bids should be submitted between 10.30 A.M. and 11.30 A.M. and the competitive bids should be submitted between 10.30 A.M. and 12.30 P.M.

The yield percent per annum expected by the bidder should be expressed upto two decimal points. An investor can submit more than one competitive bid at different prices in electronic format on the NDS. However, the aggregate amount of bids submitted by a person should not exceed the notified amount for each State.

The Reserve Bank of India will determine the maximum yield at which bids will be accepted. Securities will be issued for a minimum nominal amount of `10,000.00 and multiples of `10,000.00 thereafter.

The results of the auction will be announced on May 10, 2011 (Tuesday) and payment by successful bidders will be made during banking hours on May 11, 2011 (Wednesday) at Mumbai and at respective Regional Offices of RBI.

The Government Stocks will bear interest at the rates determined by RBI at the auctions. Interest will be paid half yearly on November 11 and May 11 of each year till maturity. The Stocks will be governed by the provisions of the Government Securities Act, 2006 and Government Securities Regulations, 2007.

The investment in Government Stocks will be reckoned as an eligible investment in Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under Section 24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.

India Finally Constitutes High Power Committee to Bring Its Black Money Back

New Delhi (ABC Live): Indian Government on Monday has finally announced to constitute a 9 member high power committee comprising heads of various probe agencies to monitor the investigation to bring back black money in foreign banks as Supreme Court of India asked.

Information to this effect was made by India’s Solicitor General Gopal Subramanium to the bench comprising justices B Sudershan Reddy and S S Nijjar which had favoured setting up of an independent special investigating team (SIT) headed by a retired judge to monitor the case.

As per his detailed statement the 9 member committee, which will immediately start functioning, consists of Revenue Secretary, Deputy Governor of RBI, Directors of CBI, Intelligence Bureau (IB), Enforcement Directorate, Chairman of CBDT, Director General of Revenue Intelligence, Director General of DGNC Director of Foreign Intelligence Office (FIO) and Joint Secretary of Foreign Trade.

Government said the multi-disciplinary committee for the investigations and other steps likely to be taken, can co-opt members not below the rank of joint secretary for effective implementation of the work in consultation with the secretaries in Home, Foreign and Defence ministries.

The secretary in the Cabinet Secretariat can also be co-opted as a member.

He further said that various aspects of the black money case can be probed by different agencies and it would not be limited to the present case of Pune stud farm owner Hasan Ali Khan who has come under the scanner of ED and income tax department.

As far as security angle of the case is concerned, it would be probed by the CBI which would also deal with Hasan Ali Khan case.

"Money laundering to be investigated by the ED while RBI should be asked to look into the black money stashed in UBS and other Swiss bank," Subramanium said.

The government also submitted that it is investigating into 36 cases involving black money and informed the court that it has entered into agreement with 26 countries under which it could attach the black money stashed in their banks by Indian citizens.

The government's submission came after it was pulled up in the last hearing on April 21 for restricting its probe to an individual and being evasive about the idea of an investigation by the Special Investigating Team.

The bench had asked the government to explain why its investigation was focused only on Hasan Ali Khan and no other names have come out who have stashed money in overseas banks.

Kanimozhi, Dayaluammal and Sharad Kumar, managing director of Kalaignar TV, have 20, 60 and 20% shares in the channel respectively.

The CBI told the court that Rs 200 crore connected with the 2G spectrum scam had travelled from a partnership firm of Swan Telecom Promoter Shahid Usman Balwa to Kalaignar TV Pvt Ltd.

Congress Party Leaves CWG 2010 Villain Suresh Kalmadi Alone in Jail

New Delhi (ABC Live): The Congress Party on Monday suspended the Sacked CWG Organizing Committee Chief Suresh Kalmadi and congress MP from party after he was arrested by CBI in connection with CWG 2010 corruption cases.

It is to mention that in morning Suresh Kalmadi was called for questioning at the CBI headquarters in connection with the alleged irregularities related to the award of contract to Swiss Timekeeping and the Queens Baton Relay(QBR) causing a loss of Rs 95 crore to the exchequer.and after four hours long interrogation, the of CWG Organizing Committee chief was announced by CBI.

The agency also arrested two other OC officials Surjeet Lal, Deputy Director General (Procurement) and A S V Prasad, Joint Director General (Sports) in the same case.

Kalmadi, who came to the headquarters of the agency in New Delhi Monday morning, was arrested at 1530 hours, a senior CBI official said.

Kalmadi, an MP from Pune, and the two other officals will be in CBI custody on Monday night and they will be produced in a court on Tuesday.

The CBI registered a case under section 120B (conspiracy) read with Section 420 (cheating) IPC and other relevant sections of Prevention of Corruption Act in the case, an official said.

"The CBI has today arrested the then Chairman of OC of Commonwealth Games-2010 for conspiracy to cause favour to a private firm based in Switzerland in awarding the contract for Timing, Scoring and Result system at an inflated cost of Rs 141 crore," CBI spokesperson Dharni Mishra told reporters.

Kalmadi's arrest came weeks after his close aide and OC's Secretary General Lalit Bhanot and Director General V K Verma were arrested in the same case. CBI officials said more arrests would follow in the case.

Shortly after Kalmadi's arrest was announced, AICC general secretary Janardhan Dwivedi said the Congress has suspended Kalmadi.

"The Disciplinary Committee(of the Congress has suspended Suresh kalmadi from the membership of the party," Dwievedi said.

World Malaria Day 2011 Aims to Zero Malaria Death by 2015

Geneva (ABC Live): The World Health Fraternity is all set to organize World Malaria Day on April 25, 20011, a day for recognizing the global effort to provide effective control of malaria.

It is to mention that approximately half of the world's population is at risk of malaria, particularly those living in lower-income countries.

It infects more than 500 million people per year and kills more than 1 million. The burden of malaria is heaviest in sub-Saharan Africa but the disease also afflicts Asia, Latin America, the Middle East and even parts of Europe.

World Malaria Day was instituted by the World Health Assembly at its 60th session in May 2007 for recognizing the global effort to provide effective control of malaria.

UK’s Commissioner to India Richard Stagg Bats for Vedanta’s U turn

New Delhi (ABC Live): The United Kingdom High Commissioner to India Richard Stagg has started open support to the acquisition of Cairn India by UK’s mining group Vedanta by opposing the already agreed terms and conditions of acquisition deal.

Information to this regard has come into notice when on 31st March British High Commissioner to India Richard Stagg and written to the Prime Minister's Office (PMO) saying that an approval subject to state-owned ONGC being allowed to recover Rs 14,000 crore royalty payable on behalf of Cairn India will render the transaction unviable.

It is to mention that Oil and Natural Gas Corp (ONGC) has 30 percent stake in Cairn India's mainstay Rajasthan oilfields, but it is liable to pay royalty on Cairn's 70 percent share as well.

Royalty at the rate of 20 percent of the crude price is payable to the state government and ONGC, a month before the Cairn-Vedanta deal was announced in August 2010, had cited provisions of field contract to demand its cost recovery.

The Indian Oil Ministry is backing the ONGC demand that royalty payment be added to the project cost, which can be recovered from the sale of oil before profits are split between the partners and the government.

However, such a move is being opposed by Cairn Energy and Vedanta as it will lower Cairn India's profitability.

"A decision to approve the transaction on the basis of such a pre-condition would fundamentally change the commercial basis upon which the transaction had been agreed as well as unfairly impact minority shareholders in Cairn India," Stagg wrote.

"It would therefore render the proposed transaction unviable," he added
Stagg mentioned that since CCEA was meeting on that day (March 31), he "thought it would be useful" for him to bring to PMO's attention the issue of pre-condition.

However, the sources said CCEA did not meet that day and Stagg's letter may have been triggered by media reports of a Cabinet meeting on that day.

The CCEA met on 6th April and referred the issue of attaching pre-conditions to a Group of Ministers (GoM), headed by Finance Minister Pranab Mukherjee. After the GoM decision, the issue will be sent to the cabinet.

"Whilst arguments may be made as to whether or not royalty may be cost recoverable under the provisions of the current Production Sharing Contracts, there are provisions in the contract to deal with any dispute over whether it is or it is not," Stagg wrote.

Vedanta, a mining company controlled by billionaire Anil Agarwal, with no experience of oil and gas business, agreed in August to buy at least 40 percent and as much as 51 percent in Cairn India from the London-listed Cairn Energy.

Puttaparthi (ABC Live): Indian Godman Sathya Sai Baba died at 7.28 am on Sunday morning in Puttaparthi after remaining more then one month on life supports.

Information to this effect was made by the Sri Sathya Sai Institute of Higher Medical Sciences Director A N Safaya that Baba's heart stopped beating at 7.28 am on Sunday morning and body will be kept for darshan at Sai Kulwant Hall in Puttaparthi for Monday and Tuesday.

Born as Sathyanarayana Raju in 1926, Baba emerged as one of the most popular godmen in India in modern times initially through acts like producing articles like sacred ash and 'lingam' through sleight of hand and also founding institutions of learning and philanthropy.
