Haryana Ignores Administrative Reforms Commission Report to Punish Whistleblower Ashok Khemka

Chandigarh (I-Haryana News): The bureaucrats who want to show courage to stand against Politico-bureaucratic corruption nexus should learn lessons from Haryana Government working ,where Earlier Sanjeev Chaturvedi, an Indian Forest Officer, suffered humiliation at hands of Politico-bureaucratic corruption nexus, and now Mr.Ashok Khemka, a Senior IAS officer is being shown its power by this nexus again ignoring the accepted the recommendations of 4th report of Administrative Reforms commission titled ‘Ethics in Governance’ by Government of India.

As per information with I-Haryana News Mr.Ashok Khemka, a Senior IAS officer, who was posted Managing Director, HARTRON, a Haryana government public sector undertaking to take IT activities few days ago but transferred to Land consolidation department  after he pointed out rampant corruption in HARTRON.

Again after landing in Land consolidation department as Director General, he exposed Land grabbing by the Politico-bureaucratic corruption nexus, and also named two Senior IAS officers responsible for these.

After, this rampant corruption in Land consolidation department, Haryana Government in inter-departmental adjustment posted Mr.Ashok Khemka as special collector, which is not a post(an ex cadre post) meant for an IAS officer.

It is to mention here that the Government of India has accepted the recommendation of 4th report of Administrative Reforms commission titled ‘Ethics in Governance’ which under point 22. (3.6.4) Protection to Whistle-blowers says Legislation should be enacted immediately to provide protection to whistleblowers on the following lines proposed by the Law Commission.

Whistleblowers exposing false claims, fraud or corruption should be protected by ensuring Confidentiality and anonymity, protection from victimization in career, and other administrative measures to prevent bodily harm and harassment. 

The legislation should cover corporate whistle-blowers unearthing fraud or serious damage to public interest by willful acts of omission or commission. 

Acts of harassment or victimization of or retaliation against, a whistleblower should be criminal offences with substantial penalty and sentence.

It is to remember that earlier Mr. Khemka was face to face with Chautala Led government which snatched even official car from when he opposed mid-session transfer of school teachers by the Haryana Chief Minister’s Office and expressed his anger to the Chief Secretary that he was joining as Officer on Special Duty (Rules) under protest since it was an ex cadre post.

This was the second time when Mr. Ashok Khemka in his carrier of 21 years posted against an ex cadre post for resisting Politico-bureaucratic corruption nexus for raising the right cause without scramming from his legitimate duty as a public officer.

This is a serious act against  Administrative Reforms in India, it can derail the process started by government of India.
