Rs 309326 Crores GSDP’s Haryana Becomes Zero Balance Exchequer State

Chandigarh (I Haryana News): All that glisters is not gold; this famous English phrase became true in Haryana whose per capita income is Rs 109227 and Rs 309,326 Crores GSDP, when its government Exchequer’s balance touched zero on Friday.

As per sources in Haryana Treasury Department that by noon, Friday the online Treasury system refused to clear government bills as the balance in the government account reached at minimum lowest level, and system rejected the request to pass government bill in want of sufficient funds.

The Intelligent Haryana News source further disclosed that, no government bill was passed on Friday, and all treasuries in the state were told  to tell false reason that, the online treasury system went out of order, keeping in view the reason that next three days are public holiday, and government would most probably set its financial position before it.

The BJP leader in Haryana Vidhan Sabha, Mr. Anil Vij has also alleged that today Haryana Government exchequer became empty, as it has failed to honor the government bills; this shows the reality of Haryana Financial Position.

Whereas, Mr. Om Prakash Chautala, the Leader of Opposition blamed Mr. Bhupinder Singh Hooda, Chief Minister Haryana for lavishly spending hard earned public money to fulfill his personal political motives without application of mind, as he has become announcements making Chief Minister, who only makes announcements and left remaining in the hands of bureaucracy ,without knowing the exact position of the state exchequer.

The All India Trimool Congress In charge of Northern States, Mr. K D Singh expressed the fear that the way Congress Government led by Mr. Bhupinder Singh Hooda encourages corruption at the cost of Public exchequer would surely empty it.

When Intelligent Haryana News contacted Haryana Finance Minister, Mr. Harmohinder Singh Chattha over the phone, he refuted the allegation of zero balance exchequers on Friday, and told IHN that the state on August 17, 2012 has Rs 720 Crores in its balance.

Further, Intelligent Haryana News investigations reveals that, the zero balance Exchequer State despite the cash crunch had decided to purchase new luxury cars for its ministers as per their choice of Rs 25 lakh each in the month of July, 2012, whereas they were provided brand new cars just two years ago.

As per above mention table, the budget estimates says that Haryana would collect Rs 44708.47 Crore in 2012-13 financial Year, applying Pro-Rata formula ,August is the fifth month of this financial year and as per budget estimate Rs 1860 crore would be expected revenue by this month against Rs 18883 crores estimated expenditure.  
It is matter of fact that the major part of Rs 1860 crore receipts are tax revenue which is a continuous, only percentage of receipts changes, whereas expenditure side it is hard reality in Indian government financial management that major share of budget are spend in last two quarters of the financial thus supposed that it would not be spend by August 17, 2012.
The above mention tabular statistics clearly manifests that there is really something serious in financial management of Haryana, which has sent its first alert to the state finance administration to take some prompt action to set the state on track by hard means instead only by showing statistics of per capita income of Rs 109227 and GSDP of Rs 309,326 Crores.
